GARRETT, Ky. (AP) — This tiny sliver of a town off a state highway in eastern Kentucky has been home to Brenda Francis and her husband, Paul, for decades.

Paul Francis was born 73 years ago in this house, a yellow and brown one-story, which like many dwellings in Garrett is nestled in a valley between tall, forested hills. The retired school teacher loves it here, and the couple was gifted the house by his parents about 40 years ago.

Sri Lanka's president says COVID-19 cases and deaths are rising in the country, and citizens should receive a fourth vaccine dose to prevent a possible surge of the coronavirus. President Ranil Wickremesinghe says there were only three reported COVID-19 deaths in June. That rose to 35 in July, including 28 who succumbed after July 18. There were 283 confirmed cases in June and 1,616 in July, he said. Wickremesinghe says less than 23,000 people have received a fourth vaccine dose, compared to 8 million who received a third dose. Sri Lanka has reported a total of 665,847 confirmed cases and 16,559 deaths from the virus.

African officials outlined their priorities for the upcoming U.N. climate summit, including a push to make heavily polluting rich nations compensate poor countries for the environmental damage done to them. The continent will also focus on how countries can adapt to global warming and how the continent can best halt further climate-related disasters. The crypto division of the financial services company Robinhood will pay a $30 million penalty to New York state for failing to comply with regulations governing money laundering and cybersecurity. The state’s Department of Financial Services said Tuesday that an examination of Robinhood Crypto’s operations from Jan. 24, 2019, through Sept. 30, 2019, found serious compliance deficiencies. The move came after Smith & Wesson's CEO refused to appear for a hearing on the firearms frequently used in mass shootings. The committee said the Massachusetts company's CEO Mark P. Smith originally agreed to testify along with the heads of two other companies, but abruptly canceled. Democratic Rep. Carolyn B. Maloney of New York says the company also hasn’t provided all the information the committee needs for its investigation into gunmaker profits from AR-15-style weapons.

A former parishioner at a Massachusetts church has filed a lawsuit alleging he was sexually abused as a child more than 30 years ago by a Roman Catholic priest who is now an auxiliary bishop in the Archdiocese of Detroit. The lawsuit filed Monday in Boston says the plaintiff was a 12-year-old parishioner at Saint Mary of the Sacred Heart Parish in Lynn in 1989 and 1990 when he was sexually assaulted about 25 times by Paul Fitzpatrick Russell. The Archdiocese of Detroit in a statement said Russell denies the allegations. He has been placed on limited ministerial duty.

Republican Tim Michels has spent nearly $12 million of his own money on his run for Wisconsin governor, campaign finance reports filed ahead of next week’s primary election show. Michels is endorsed by Donald Trump in the race where he faces former Lt. Gov. Rebecca Kleefisch and state Rep. Tim Ramthun. Michels is co-owner of Michels Corp., the state’s largest construction company. Reports filed with the state on Monday show that Michels spent another $4 million of his own money in July on the race, bringing his total spent so far to just under $12 million, or about $1 million a week since he got into the race.

Researchers believe they have uncovered at a battle site in New Jersey the remains of as many as 12 Hessian soldiers who fought during the Revolutionary War. Scientists from Rowan University and county officials announced the discovery Tuesday at Red Bank Battlefield Park. The remains rested in a trench for 245 years until a human femur was found during a archaeological dig in June. Officials believe the skeletal remains are part of a mass grave of Hessian soldiers who were killed by Colonial forces during the 1777 Battle of Red Bank. Scientists hope to eventually find their descendants.

A federal judge in Vermont has ruled that the man charged with killing his mother at sea during a 2016 fishing trip off the coast of New England in a plot to inherit millions of dollars will remain detained pending trial. The judge denied on Tuesday Nathan Carman’s request to be released. The judge said Carman is a flight risk and potential danger due to the seriousness of the charges, lack of strong family, employment or community connections, his involvement with firearms and the ongoing feud with family over his late grandfather's inheritance.

The Indiana House has proposed new changes to a state Senate-approved abortion ban, with additional exceptions to protect the health of the mother and adjusting the time frame when abortion would be permitted in cases of rape and incest. Republican Rep. Wendy McNamara, of Evansville, who sponsors the House version of the Senate bill, introduced the exception that would allow abortions to protect both the physical health and life of the mother, a frequent request among doctors and others testifying in front of the Senate last week. It also removes the Senate-approved time frames based on age for abortions in cases of rape or incest. In the Senate version, abortions for those under 16 would be allowed up to 12 weeks, while those 16 and older would have eight weeks.

Guatemalan authorities have arrested more than a dozen alleged members of a migrant smuggling network near the shared border with Mexico, including four sought by the United States in connection with the death of a migrant in Texas in 2021. The arrests early Tuesday came a month after 53 migrants, including 21 Guatemalans, died in a failed smuggling attempt when they were abandoned inside a sweltering trailer in San Antonio, Texas.
